IMPHAL, Jun 5: The Kuki Students’ Organisation (General Headquarters) expressed astonishment over the matter that ‘pseudo ATSUM’ volunteers who were arrested and kept in the custody of Sekmai PS in connection with 38 hours bandh was released yesterday as some persons suspected to be ATSUM leaders disguised themselves as KSO (Ghqs) leaders and ordered the release.
The Sekmai PS told a team of KSO (Ghqs), who rushed to the PS today to enquire the matter, that some persons identifying themselves as KSO leaders indeed went there to plead the release of the nine ‘pseudo ATSUM’ volunteers, said a KSO statement signed by its general secretary Sasang Vaiphei.
“This shows the present ATSUM is not a legitimate and mandated tribal students’ body. Modus operandi of this pseudo ATSUM is not the kind of student Unions and they do not bother much about ethics and they could do anything for their personal gain at any opportune time,” the KSO said adding that the ATSUM being not a mandated one, had disguised themselves as KSO leaders to rescue the poor tribal volunteers who do not know much about the ATSUM.
Pledging that it would leave no stone unturned with the reported blackmailing of the organisation’s name, the KSO also wondered how the Sekmai police could be easily convinced by the imposters inspite of the many press statements made by the KSO.
Contending that it was a clandestine act orchestrated by the police and the imposters to malign the image of the KSO, the statement warned of resorting to its own form of action if the culprits are not booked at the earliest time.

“Perhaps there is little impact of the bandh at a place called New Lamka located approximately 3km away from the district headquarters, Tuibong which is almost negligible notwithstanding the reports published.
The KSO also fervently appealed editors of the State dailies to kindly cross check the authenticity of news reports especially the ones dispatched by news agencies in sensitive issues like this one to preserve the integrity of the press. The KSO also expressed gratitude to all concerned in combating the menace of ‘pseudo ATSUM while also expressing hope to see a genuine ATSUM installed within June as election commission with W Shinglai as the CEO has given maximum effort in conducting the pending ATSUM election.

IMPHAL, Jun 1: The Kuki Students’ Organisation (KSO) Churachandpur, Sadar Hills, Chandel, Ukhrul, Tamenglong and Imphal branches in an emergency meeting have resolved to oppose ‘tooth and nail’ the pseudo ATSUM’s proposed “Intense agitation’ for 38 hours under the code name ROTO (Reckoning of the Others) said to begin from 5 am of June 3 and to be followed by another 38 hours of ‘sustained agitation’, as it is not a legitimate or mandated tribal students’ body to speak on behalf of the tribals as of now.
A joint statement of the KSO Branches said the student bodies felt really unfortunate that, inspite of repeated suggestions and advice by various tribal apex student bodies, some vested interest persons have continued to operate in the name and style of ATSUM ignoring/bypassing the “ATSUM’s Interim Body”.
Since this is a “pseudo ATSUM” having no legitimate support of KSO and like minded Naga students’ bodies, verily it will be seen that everything it embodies will be just hogwash. These people should not try to steal the name of ATSUM but try to realize that ATSUM cannot just work without the ‘unanimous’ support of the KSO and ANSAM as its supporting pillars. These supposed leaders of ATSUM must not hope to take the easy way out by trying to gain mileage from whatever ATSUM had painstakingly built and achieved so far. Senior tribal students leaders are ceaselessly working to restore ATSUM to its former self under the auspice of the ‘ATSUM’s Interim body’, with the support of the ANSAM, the KSO, and the former leaders of ATSUM.
The district KSOs have fully endorsed and appreciated the stance and efforts taken by KSO General Headquarters and All Naga Students Association Manipur (ANSAM) with regard to the efforts in restoring genuine ATSUM. Moreover, they support the resolutions taken in the Third Consultative Meeting of ATSUM Interim Body held on May 30 at Senapati District Students Association (SDSA) office, Senapati which accordingly, have also resolved to conduct ATSUM general election within June 2013.
It appealed the tribal population not to be misled by this pseudo ATSUM formed by some vested interest persons, KSO and others like-minded student bodies are also very much aware of tribals being deprived of their rights. However, taking advantage of the situation by dubious ATSUM is much more unfortunate for the tribals in future.
Urging the State Government to not entertain this pseudo ATSUM at all cost, the statement warned that the KSO and other like-minded tribal student bodies will consider it as plotting to fool the tribal populace, wherein the repercussion will be more severe.

Imphal, May 21 2013: Respon-ding to the assurance of Chief Minister O Ibobi to carry forward the backlog of 474 ST posts in the ensuing recruitment of 2000 numbers of Manipur Police Constables, and also to take immediate action regarding the backlog of 28 different posts in Manipur Housing Corporation Limited, KSO Ghqs has temporarily suspended its 24 hours general strike as well as the proposed indefinite economic blockade.
Speaking to media persons at Kuki Inn this afternoon, KSO general secretary Sasang Vaiphei conveyed that the Chief Minister gave his assurance during a meeting with KSO representatives in the presence of IFC Minister Ngamthang Haokip.
During the meeting which lasted for almost one hour and a half, KSO leaders highlighted the grievances of tribal people, specially in reservation policy and deprivation of tribal rights.
The KSO also urged the Chief Minister to seriously look into the matter of unfair means being used in the current recruitment process.
Aspiring candidates of the current recruitment process are being charged Rs three lakhs if they happen to be ST candidates and Rs five lakhs if the candidates belong to general category.
This is an open secret known to public.
Highlighting all these malpractices, the KSO demanded the State Government to replace all the DPC members of the current recruitment board with sincere and competent officers to usher transparency in governance, Sasang conveyed.
The backlog of 474 posts in the recruitment process held during February 20, 2008 and December 10, 2008 was not due to non-availability of suitable and eligible candidates but due to inability on the part of ST candidates to offer bribe, KSO asserted.
As the recruitment process is going on, KSO leaders did not set any deadline.
However, if the Chief Minister's assurance is not translated into action, all the suspended agitation would resume, Sasang said.
Notably, KSO had called a 24 hours general strike from 5 am today which would be followed by indefinite blockade from this midnight.

IMPHAL, May 20: Kuki Students` Organisation General Headquarters (KSO-GHQ) has called a 24 hours general strike from 5 am on May 21, 2013 followed by indefinite economic blockade from midnight of May 22 in connection with the allocation of quota in respect of ST candidates in the recruitment of constables in Manipur Police department.
Announcing this in a press conference at its administrative office at Kuki Inn here, Mangcha Baite, Vice President (Admn) KSO-GHQ said there was a backlog of 474 posts in the recruitment process held during 20/2/2008 and 10/12/2008 and the backlog of 28 posts in Manipur Police Housing Corporation Limited.
The KSO-GHQ is demanding that the backlog of 474 posts should be filled separately i.e. independent of the quota already allocated for the STs in the ensuing recruitment process for 2000 numbers of constable posts in the department. Also, the department should make an effort to fill up 28 various posts reserved for STs vide proposal letter No.G/19/2012-MPHC/505, he stressed.
He also said, every citizen of the state has an obligation for peaceful co-existence amongst different ethnic communities and preserves the integrity of the State. It is when such deprivation of rights or discrimination occurred, people usually have chosen for separate administration of their own to avert all such discriminative administration.
Therefore, the student body has appealed the general public, like-minded student organizations and other civil organizations to extend a helping hand in rectifying the state government`s act of discrimination towards the tribal population in the state, he continued.
He also appealed the public, especially all the concerned vehicle owners to co-operate with regard to the bandh call. Any untoward incident during the 24 hours general strike due to non-compliance by any individual or party shall be at their own risk. However basic facilities like medical, water supply and media will be exempted from the purview of the strike.
The 24 hours general strike called is the first form of agitation registered by the student body and if the demands remain unheeded, a series of agitation are set on standby which will be introduced from time to time unless the demands are fulfilled, he concluded.

KSO calls strike on May 21
IMPHAL, May 17, 2013 : The Kuki Students Organisation, General Headquarters (KSO-GHQ) has announced a 24-hour bandh on May 21 in protest against the State Government’s alleged non-implementation of reservation in certain areas.
The KSO said it had apprised the State Government on the alleged discrepancies which came to light in the recruitment process of the State Police Department.
According to the KSO, on May 7 it had sought an appointment with the the Chief Minister to discuss the said issue.
“Unfortunately, the appointment could not be granted.
So, on May 14, it had submitted a memorandum to the chief minister to set right the presence of quota backlog of 474 posts of constables in the police department. And on May 16, it had also sought the attention of the hon’ble Deputy CM. But to this day nothing tangible that may help clear up doubts or straighten out the wrongs has come up. What the KSO wants was a consultation with the state government, not a confrontation. So the mute response or lackadaisical attitude of the government is not understandable for the KSO.
“It is hard to believe that there was no suitable tribal candidate to fill up the 474 constable posts meant for STs during the 2008 recruitment. And to integrate such a huge backlog of post in subsequent recruitment would be a colossal loss for the tribal community of the state. This is not an issue which can be put aside. All the tribal communities have a stake in this,” the KSO-GHQ said.
The KSO is of the opinion that tribal people are not given their due share in job recruitments in the state. The tribal student organizations have always opposed the practice of the 200 point post-based roster in job recruitment in the state. The 200 point-based roster is very unfavourable to the tribal community taking into consideration the limited number of post vacancies in the state. As such, the 100 point post-based roster that was practice in the past is being advocated by the tribal student bodies, it pointed out.
Today, the KSO reiterates its appeals to the state government. The police department should substantiate its claim that the 474 constable posts could not be filled up due to non-availability of suitable and eligible ST candidates. It should also clarify whether it has subsequently tried to fill up the 474 constable posts in Manipur Police Department, post 2008. It must also reveal the number of posts reserved for ST candidates in the ensuing recruitment, the Kuki students’ body stated.

KSO urge not to hassle construction of Tribal University

IMPHAL, May 6, 2013: The Kuki Students Organisation (KSO-General Headquarters) takes strong exception over the suspension of construction works at Indira Gandhi Tribal (IGT) University at Makhan village under Sadar Hills in Senapati district in the wake of monetary demands by several militant groups.
"The KSO has come to learn that the construction work which started a year and a half ago is presently in a state of turmoil because of vested interest groups. The KSO had taken a prominent role in the creation of this tribal varsity right from its inception and therefore, does not want to see any problems that could impede its development. This tribal university has a unique history wherein tribal students struggled for their rights in the face of great adversities. The varsity is an outcome of tribal solidarity and exertion of tribal rights in the state. Therefore, the crisis faced by the university at the moment is a matter of concern for the organization," the apex Kuki students' body stated.
Stating these facts, the KSO requests all the militant groups to abstain from making monetary demands and life threatening deeds. "The KSO does not want to see this hard earned centre of learning in a state of decadence. The KSO would like to make it clear that any vested interest group that troubles the varsity shall be considered anti-tribal and anti-development. The UG groups involved must stop immediately before losing credibility in the eyes of the public," it added.
The KSO also learnt that the Amarkantak University where the IGTU is being affiliated has meted out step-motherly treatment to the varsity in all aspects of development. The tribal students in the state will not take this injustice lying down and shall take all necessary measures to rectify the wrongs. As such the Amarkantak University is advised to tread carefully otherwise it will face punitive and legal action in civil courts.
The KSO also appeals to the state government to take keen interest in the administration and development of this tribal varsity. It should provide water tight security to let the construction works go undisturbed. The KSO will hold the government responsible for any lapse in the security of the construction workers who are under constant threat from UG groups.
"It is the undying hope and desire of the KSO to see the IGTU developed into a full-fledged university, which will cater to the educational needs of poor and backward tribal students who cannot afford to go to Manipur University or other universities outside of the state," the KSO said.

IMPHAL, May 6, 2013: The Kuki Students Organisation (KSO-General Headquarters) takes strong exception over the suspension of construction works at Indira Gandhi Tribal (IGT) University at Makhan village under Sadar Hills in Senapati district in the wake of monetary demands by several militant groups.
"The KSO has come to learn that the construction work which started a year and a half ago is presently in a state of turmoil because of vested interest groups. The KSO had taken a prominent role in the creation of this tribal varsity right from its inception and therefore, does not want to see any problems that could impede its development. This tribal university has a unique history wherein tribal students struggled for their rights in the face of great adversities. The varsity is an outcome of tribal solidarity and exertion of tribal rights in the state. Therefore, the crisis faced by the university at the moment is a matter of concern for the organization," the apex Kuki students' body stated.
Stating these facts, the KSO requests all the militant groups to abstain from making monetary demands and life threatening deeds. "The KSO does not want to see this hard earned centre of learning in a state of decadence. The KSO would like to make it clear that any vested interest group that troubles the varsity shall be considered anti-tribal and anti-development. The UG groups involved must stop immediately before losing credibility in the eyes of the public," it added.
The KSO also learnt that the Amarkantak University where the IGTU is being affiliated has meted out step-motherly treatment to the varsity in all aspects of development. The tribal students in the state will not take this injustice lying down and shall take all necessary measures to rectify the wrongs. As such the Amarkantak University is advised to tread carefully otherwise it will face punitive and legal action in civil courts.
The KSO also appeals to the state government to take keen interest in the administration and development of this tribal varsity. It should provide water tight security to let the construction works go undisturbed. The KSO will hold the government responsible for any lapse in the security of the construction workers who are under constant threat from UG groups.
"It is the undying hope and desire of the KSO to see the IGTU developed into a full-fledged university, which will cater to the educational needs of poor and backward tribal students who cannot afford to go to Manipur University or other universities outside of the state," the KSO said.

Kuki villagers--Assam Rifles problem resolved (The Sangai Express)
Chandel (Indo-Myanmar border), April 28, 2013: More than one year of being victimised on the murder case of an Assam Rifles canteen keeper, the Kuki villagers of Sehlon under Khengjoi block of Chandel district of Manipur in the Indo-Myanmar border got justice on Saturday.
On February 15 last year, one of the two persons manning the canteen of the 36 Assam Rifles under Khengjoi block was found murdered and on the canteen keepers heaped the blame on the villagers of Sehlon Kuki village. The personnel of 36 Assam Rifles pulled up the villagers and thrashed them black and blue including two pregnant women, according to the Sehlon villagers. Ten villagers were critically injured in the incident.
Mangat Ram, 42 years was found murdered. The victim hailed from Rajasthan. The other canteen keeper identified as one Gaendra Singh (18), also from Rajasthan, reported to the Assam Rifles that the villagers of Sehlon had murdered his colleague. Actually, Gaendra Singh had killed his colleague. After the fact was established, accused Gaendra Singh, s/o of Raghuvir Singh was arrested and now lodged in Imphal's Sajiwa Jail.
One year had passed but the bad blood between the 36 Assam Rifles and the villagers of Sehlon persisted. On April 27, 2013, Kuki organisations and the 36 Assam Rifles authority formally resolved the matter by delivering justice to the villagers who had faced the ire of the Assam Rifles last year. It was resolved according to the Kuki customary law at Sehlon Village Community Hall on Saturday.
Ramakant Sharma, Commandant of the 36 Assam Rifles and three other officers represented the Assam Rifles side while Kuki Students Organisation-General Headquarters (KSO-GHQ) president Peter Mate, KSO-Chandel district president Thangjalet, Jamthong, chief of Sehlon, leaders of Kuki Chiefs Association (Khengjoi Block), KSO (Khengjoi Block) and others represented the other side.

They also appealed all concerned, particularly the group involved not to resort to such activities/crimes in public places while also adding that targeting public leaders on monetary demand is against humanity and only creating enmity among the communities which can also lead to the loss of lives/assets.

Mentionably, RPF/PLA says Alice Kamei is 16 years old and had joined the outfit on her own volition while the Zeliangrong organisations rejected the former's version and accused the militant outfit of kidnapping the school girl to force her to join the group. The Zeliangrong organisations also said that Alice Kamei is only 14 years old.
On Sarturday, the KSO-GHQ said, "Whatsoever the reason may be of the girl being in the RPF custody is not justifiable, as she is a minor who still depends on her parent in every walk of life especially in deciding her future career in life. Even if she had joined the RPF/PLA on her own volition as claimed by the militant outfit, we appeal not to take advantage of the little girl’s ignorance. Instead, use their wisdom and show their generosity of being one of the oldest and signatory groups in Geneva Convention on August 6, 1997 who pledged to abide and uphold the international law which prohibits child soldier".
The KSO also condemned the lackadaisical attitude and inaction of the state government in bringing back the minor school girl which has been missing since March 10. "If such episode had happened to someone from a high profile family, a celebrity or the major community of the state, things would have gone otherwise as to what we have witnessed last Christmas. Therefore, it will be the best for everyone if the state took serious initiative before things are blown out of proportion," the apex Kuki students' body said.
"To show solidarity to our fellow student Alice Kamei, KSO pledged to support the total bandh along the National Highway 2 and NH-37 starting from April 21 and also support all forms of democratic protest and activities initiated by All Zeliangrong Students Union (AZSU), Zeliangrong Youth Front (ZYF) and Zeliangrong Students Union, Manipur (ZSUM) in restoring a normal life of the little girl," KSO-GHQ vice president Mangcha Baite stated.

Imphal, March 12 2013: Various bodies including ADCChandel, KSO, KIM, ZSP, MCM and United Zou Organisation have registered strongcondemnations over the grenade attack at the residence of Lhukhosei Zou,Chairman of ADC Chandel yesterday by unidentified miscreants at Moreh.
Expressing shock at the bomb attack at the residence ofChandel ADC Chairman at Moreh Ward No III which injured one Dounglen Zou,members of Chandel ADC, in a meeting held today strongly condemned the attack.
Urging the State Government to immediately book theculprits, the ADC members also urged all concerned not to repeat such acts infuture.
While expressing solidarity to the Chairman, the ADCmembers also wished peace in his family and speedy recovery of the injured.
A statement issued by the Vice-Chairman of ADC Chandel,Langhu Langhring categorically stated the ADC members are purely for thewelfare and development of the public of Chandel district.
Meanwhile, the United Zou Organisation (UZO), whilestrongly condemning the bomb attack at the residence of Lhukhosei Zouyesterday, demanded all concerned to clarify the matter at the earliest whileappealing to refrain from such acts in future.

However, the state justified on the pretextof enhancing law & order situation of the town, which is ironical to whatwe have witnessed today.

In the election, Lamkhotinchon Lupho, Jangkhogin Haokip, Thangminlen Singsit and Thanglalson Baite were elected for the post of President, Vice President, General Secretary and Finance Secretary respectively, Secretary Finance and Election of KSO GHQs Seiboi Haokip informed in a statement.
The 4 (four) elected executives members in consultation with the KSO General Headquarters shall nominate members to the various posts which were set aside in the ensuing election before the end of March 2013, Seiboi added.

KSO said it acknowledged the KSDC’s concern for the studentsin which HSLC & HSSLC exams candidates were given free passage andexemption from the purview of the current public blockade which is praiseworthy. Nevertheless, it still rendered anxiety and inconveniences to thecandidates and parents as the agitation escalates day by day.
The KSO also stated that it would like to further appealthat, only giving free passage for students appearing the exams will not bemuch helpful, because peace and tranquility environment are the need of an hourfor students to prepare for the exam which is going to decide their future.
Moreover, it is very unfortunate that unless bandhs andblockades are called in the state by any party to raise an issue/demand asolution is never made and the government never bothers to pay heed to theparty. The KSO would like to question the state and central government on theirlackadaisical attitude and betrayal towards the Kuki issue, failing to adhereto the assurances of starting a political dialogue with the two conglomerateKuki underground groups, the Kuki students' body lamented.

IMPHAL, Feb 13, 2013: The Kuki Students’ Organisation generalheadquarters (KSO-GHqs) has decided to oppose to the proposed talks between theState Government and the All Tribal Students Union, Mani- pur (ATSUM) slatedfor Fe-bruary 16.
ATSUM was agitating since February 4 but it suspended itsprotest as the State Government had invited it for talks.

IMPHAL, Jan 15, 2013: Vehemently condemning the bomb attack at the residence of Hill Tribal Council’s (HTC) president Jangmang Haokip, yesterday, the KSO General Headquarters has urged the the assailants to spell out the reasons for the attack on the HTC President and his family, apart from demanding security for the HTC chief.
Even though the attack may be inconspicuous, with no casualties nevertheless, it was an unprecedented incident which could easily bring undesirable consequences, said a statement of the KSO signed by its vice-president, Mangcha Baite while also urging Moreh residents not to allow the situation to be blown out of proportion, considering the resultant communal tension whenever this kind of situation occurred in the border town.
In the past, such thoughtless acts have more often, spawned volatile incident. Attacks on community leaders were more often than not communal forces at play, the KSO stated.
As such the tinge of communal overtone over this incident is not surprising. It could be the handiwork of miscreants intended to foment ill will among the denizens of the border town. It could also be a conspiracy to fuel communal tension. But this sinister design must not be allowed to thrive. All the people must hold on to peace, the KSO statement urged.
Demanding that the Govt and the local authority should leave no stone unturned to nab the culprit so as to avoid civil unrest, the statement also felt that it was advisable that adequate security should be provided to the HTC President for now.
The police forces should beef up security and intelligence network in the town to maintain rule of law. The attacker must be hunt down promptly to get to the bottom of things; and also to get rid of the peoples’ skeptical perception about the capabilities of police forces, it demanded.
Urging the assailants to come out with reasons whatsoever for the attack, the Kuki students’ body advised the people or the party involved to stop immediately as this injustice shall not be condoned at any cost, should this be about monetary demand or dispute. There should be no further attack on the HTC President and his family, the statement further demanded.

Kuki Students' Organisation hits out at IMF, gives point by point rebuttal ‘Foreigner’ tag irks KSO (Ghq), backs Kuki State demand

IMPHAL, Dec 18, 2012: Recent references to the Kuki people as ‘foreigners’ and ‘migrants’ by a newly floated ‘international body’ in various newspapers has become a matter of grave concern for the Kuki Students' Organisation-General Head-quarters (KSO-Ghqs).
The apex Kuki students’ body said such despicable statements can get out of hand and plunge the people in chaos and the land in a state of anarchy.
The historical account propagated by the International Meiteis Forum (IMF) does not hold any water, as it lacks scholarly and rational explanation, the KSO claimed.
The claims made by the IMF are a concocted story of the naiveté minds, it further alleged.
According to the KSO, the Kuki people like any other ethnic group in the State of Manipur, are indigenous people who inhabited the hills of Manipur since time immemorial.
“Why some people chose not to accept the Kuki people as an aboriginal tribe is nothing but merely a conspiracy to alienate the Kukis by trying to appease a certain group that is engaged with the Government in peace talks and negotiations.
“The people at IMF are advised to stop indulging in such whimsical ideas. They should realize that there are no takers for their outrageous assumptions. Like it or not, the fact is, the Kukis are as much indigenous to the hill region as the Meiteis are to the valley region,” the KSO claimed.
The KSO further said the constant allegation of Kuki influx is ridiculous.
“Tagging them as immigrants is preposterous. There may be some Kuki villagers who have migratory tendencies, yes, but they are nowhere near to be called ‘nomads’ in the truest sense. Migrations amongst Kukis were confined to short distances only, which is well within their realm or sphere of influence.
“Just as the Meiteis who had at one point of time settled in the vastness of Shan State, Kabaw, and Cachar, the Kukis were likewise indigenous people who settled in the vast expanse of land that stretched across the length and breath of countries, which includes the North Eastern region of India, western part of Myanmar, and the Chittagong hills of Bangladesh.
“The present Manipur just happens to be their ancestral land where their settlements are highly concentrated. The migratory culture found among some Kuki villagers was also due to practice of ‘jhum’ cultivation, which was their mainstay. So it was imperative that they shifted their village location in tandem with the ‘jhum cycle’. At the end of the day, they always come back and resettled the land when the fertility of the soil got restored,” the Kuki students’ body explained.
The IMF proclaimed its opposition for enactment of the Sixth Schedule in Hill region of the State. After labeling the Kukis as foreigners, this is adding fuel to fire. The Kukis, after independence have become Indian citizens just as the Meiteis and the Nagas, said KSO.
The Constitution has categorized the Kukis and Nagas as Scheduled Tribes, while the Meiteis belong to other categories.
India is a democratic and wel-fare State which provides Con- stitutional protection for the weak and backward tribes. It is civilized that they should be protected from exploitation and suppression from majority ethnic groups.
Per se the Sixth Schedule is our birthright as guaranteed under the Indian Consti- tution. The IMF has no right to oppose the 6th Schedule meant for the tribal people. The tribal people of Manipur have been marginalized and exploited for many decades now. It is time a semblance of emancipation is bestowed upon them. If there can be Nagaland for Nagas, Mizo-ram for Mizos, Bodoland Teritorial Council for Bodos, Gorkhaland Territorial Admi-nistration for Gorkhas, why not a Kuki State for the Kukis ?, asked KSO

“The Kukis protected this land that we called Manipur. Except for the strong opposition put up by the Kukis, Ma- nipur would have been bifurcated long ago. It is because of the Kuki’s opposition for South Nagaland that the boundary of Manipur is still intact. It was not the vocal ‘June Uprising’ but the ‘silent war’ of the Kukis’ defen- ding their territory that saved and protected Manipur all along. ”
According to the KSO, in 1949, it was the Kuki chiefs and soldiers who came out to guard the king in a bid to prevent the signing of the ‘merger agreement’. The Kuki chiefs made an all-out effort to defend the independence of Manipur at the time of ‘mer-ger with India’. This is aw- fully lamentable, the irony being that it was the valley people who forced their own king to sign over Manipur’s independence to India, it added.
The KSO also claimed that the Kukis fought the British in the Kuki Rebellion (1917-19) to defend their land and freedom. Although they were defeated, their territory was not annexed by the British. Instead the lands remained with the Kuki chiefs after they accepted the surrender terms, it added. However, these lands were given away during Manipur’s merger with India.
“Wherever land the Kukis claimed today are those lands that they shed their bloods for to protect it but signed away to India by others. If not for their land why Kukis should fight a long and protracted war against colonialism and suffered immense hardships,” posed the student body.
It should be noted that the Kuki Rebellion or Kuki Rising was one of the longest wars fought in this part of the world. The Kukis had fought the British to uphold and defend their freedom for three long years. The lands they defended with their lives rightfully belongs them, the KSO asserted.
The KSO also said unto this moment the hills of Manipur belong to Kuki and Naga tribes. If the Nagas want to get separated from Manipur the Kukis have no choice but to do the same in order to protect their territory. The Kukis definitely can assert their rights to live as citizens of their own territory.
If there can be a ‘Naga solution’, why not a ‘Kuki solution’? Kukis have suffered long enough to deserve a protected territory of their own, it added.
It advised the IMF should to get its statistics correct before hurling allegation of influx in a futile bid to label the Kukis as foreigners or immigrants.
“It is trying to foment ethnic animosity by confusing people with wrong facts and figures. In 1881 census the population of Old Kukis was 8200 and that of the New Kukis was 27000, together it was 35850 Kuki populations. In that census the Meitei population totalled 1,32,400. The 2011 census depicts the Kuki population at around 4.58 lakhs (not 8 lakhs as quoted by the IMF) and the Meitei population at 16 lakhs. Here, the percentage growth of the Kuki and Meitei population over the decades is more or less the same. Therefore there is no question of the Kuki population growing rapidly due to immigration and influx.
“One must remember that the population of the Meitei people during the ‘Seven Years Devastation’ was around 5000 only.
“Rather it is their population growth which should be questioned, not the Kukis,” the KSO opined.
“The IMF talked about civil war being invited by the Kukis. ‘Civil war’ is a big word which should not be taken lightly. If the IMF wants to take the people to a situation where there are no victors but only losers, who are to stop them ? They should abstain from making provocative statements in future unless they meant it. The Kukis want no civil war or any war of the sort,” the KSO stated.
The Kukis forsake vast tract of ancestral lands in Tamenglong district and Ukhrul district in the aftermath of the ethnic clash in the interest of peace and mutual co-existence. Thus, the Kukis do not claim any part of land other than the areas they inhabited today. Everybody should see some sense in this and learn to do the same, it added.
“To conclude, the KSO would like to make it clear that the ‘foreigner’ tag given to the Kuki people is unsolicited and objectionable. There is no ‘Kuki influx and immigrants’ as claimed by IMF.
"If the IMF or any other body should choose to use these words again, the KSO will no longer take it lying down.

IMPHAL, Dec 18, 2012: Recent references to the Kuki people as ‘foreigners’ and ‘migrants’ by a newly floated ‘international body’ in various newspapers has become a matter of grave concern for the Kuki Students' Organisation-General Head-quarters (KSO-Ghqs).
The apex Kuki students’ body said such despicable statements can get out of hand and plunge the people in chaos and the land in a state of anarchy.
The historical account propagated by the International Meiteis Forum (IMF) does not hold any water, as it lacks scholarly and rational explanation, the KSO claimed.
The claims made by the IMF are a concocted story of the naiveté minds, it further alleged.
According to the KSO, the Kuki people like any other ethnic group in the State of Manipur, are indigenous people who inhabited the hills of Manipur since time immemorial.
“Why some people chose not to accept the Kuki people as an aboriginal tribe is nothing but merely a conspiracy to alienate the Kukis by trying to appease a certain group that is engaged with the Government in peace talks and negotiations.
“The people at IMF are advised to stop indulging in such whimsical ideas. They should realize that there are no takers for their outrageous assumptions. Like it or not, the fact is, the Kukis are as much indigenous to the hill region as the Meiteis are to the valley region,” the KSO claimed.
The KSO further said the constant allegation of Kuki influx is ridiculous.
“Tagging them as immigrants is preposterous. There may be some Kuki villagers who have migratory tendencies, yes, but they are nowhere near to be called ‘nomads’ in the truest sense. Migrations amongst Kukis were confined to short distances only, which is well within their realm or sphere of influence.
“Just as the Meiteis who had at one point of time settled in the vastness of Shan State, Kabaw, and Cachar, the Kukis were likewise indigenous people who settled in the vast expanse of land that stretched across the length and breath of countries, which includes the North Eastern region of India, western part of Myanmar, and the Chittagong hills of Bangladesh.
“The present Manipur just happens to be their ancestral land where their settlements are highly concentrated. The migratory culture found among some Kuki villagers was also due to practice of ‘jhum’ cultivation, which was their mainstay. So it was imperative that they shifted their village location in tandem with the ‘jhum cycle’. At the end of the day, they always come back and resettled the land when the fertility of the soil got restored,” the Kuki students’ body explained.
The IMF proclaimed its opposition for enactment of the Sixth Schedule in Hill region of the State. After labeling the Kukis as foreigners, this is adding fuel to fire. The Kukis, after independence have become Indian citizens just as the Meiteis and the Nagas, said KSO.
The Constitution has categorized the Kukis and Nagas as Scheduled Tribes, while the Meiteis belong to other categories.
India is a democratic and wel-fare State which provides Con- stitutional protection for the weak and backward tribes. It is civilized that they should be protected from exploitation and suppression from majority ethnic groups.
Per se the Sixth Schedule is our birthright as guaranteed under the Indian Consti- tution. The IMF has no right to oppose the 6th Schedule meant for the tribal people. The tribal people of Manipur have been marginalized and exploited for many decades now. It is time a semblance of emancipation is bestowed upon them. If there can be Nagaland for Nagas, Mizo-ram for Mizos, Bodoland Teritorial Council for Bodos, Gorkhaland Territorial Admi-nistration for Gorkhas, why not a Kuki State for the Kukis ?, asked KSO
It is logical, as it is everybody’s aspiration to have a State of their own so that he can live with pride and dignity, and be free from exploi- tation. The spirit of freedom and self-determination are inherent human traits. As hu- mans, if the pursuit of happiness is end and State the means, nobody is to be blam-ed for clamoring for a State.

ATSUM revival still in limbo (NNN/The Sangai Express)
IMPHAL, Nov 21, 2012: The quagmire pertaining to the ‘revival’ of All Tribal Students’ Union, Manipur (ATSUM) is here to stay for a longer period than expected.
On Wednesday, the Kuki Students’ Organisation (KSO) said that it does not recognize the ‘general assembly’ convened on November 20 at Hotel Tampha by some tribal student leaders in the guise of All Tribal Students’ Union, Manipur (ATSUM).
The KSO declared that all decisions or resolutions adopted in that “bogus assembly” were in vain. And the mooted ‘tribal commission’ advocated by the assembly was nothing but futile attempt to gain acceptance in the eyes of the public by posing as ATSUM, the Kuki students’ body stated.
“On November 13, 2012, a consultative meeting was held at Hotel Imphal participated by Senapati District Students’ Association (SDSA), Naga Students’ Union Chandel (NSUC), Kuki Students’ Organisation (KSO- General Headquarters) and its district branches, former ATSUM presidents, secretaries, and advisors; in the august presence of the ATSUM’s founder president.
In that meeting the controversial formation of ATSUM was deliberated and all the participants expressed their regret that such a situation that had never happened in the history of ATSUM came out to taunt the tribal society today.
After a threadbare discussion, it was unanimously agreed that an ‘interim body’ of five members be formed.
Accordingly a ‘five member interim body’ was constituted which includes the ATSUM founder president and four other senior leaders.
The five member interim body was authorized to find a solution for holding a legitimate ATSUM election. The meeting resolved that no leaders should waver from supporting this course of action until its objective is achieved.
The interim body also decided not to resort to a ‘paper war’ in the interest of tribal solidarity and well being of ATSUM,” the Kuki Students’ Organisation (KSO) said.
According to the KSO, it pledges to find a way out of this imbroglio and settle this contentious issue in a peaceful manner.
“It is to be noted that Churachandpur District Students’ Union (CDSU), in its letter addressed to the ‘self styled’ speaker of ATSUM, has already ‘suspended’ its presidential candidacy in the supposedly formed ATSUM. It does not support this ATSUM anymore. Therefore, this supposedly formed ATSUM can never represent the whole tribal population of Manipur. It does not have the mandate to represent the hope and aspiration of the tribal people. As a matter of fact, it is prudent of these student leaders to form a new organization if they are that much eager to work for tribal interests, rather than function in the name and style of ATSUM,” the KSO suggested.
The Kuki students’ body then said since this is a “pseudo ATSUM” having no legitimate support of KSO and All Naga Students’ Association, Manipur (ANSAM), verily it will be seen that everything it embodied will be just hogwash. “These people should not try to steal the name of ATSUM but trying to realize that ATSUM cannot just work without the ‘unanimous’ support of the KSO and ANSAM as its supporting pillars. These supposed leaders of ATSUM must not hope to take the easy way out by trying to gain mileage from whatever ATSUM had painstakingly built and achieved so far,” the Kuki students’ body cautions.
Time and again, the KSO then urges the public not to accord any recognition or lend any support to this ‘pseudo ATSUM’.
The ATSUM will be restored to its former self under the auspice of the ‘five member interim body’, with the support of the ANSAM, the KSO, and the former leaders of ATSUM, the Kuki students’ body added.

Imphal, November 04 2012: Seilun Singson, Pao John Singson, Seijathang Khongsai and Satsuong Tryte have been respectively elected to the post of President, Vice-President, General Secretary and Secretary Finance of Kuki Students' Organisation (KSO), Tamenglong district for the term 2012-14 .
The election was held on November 2 at CC Hall, Phaitol Village, Tamenglong.
According to a statement issued by Secretary Finance & Election of KSO Ghq Seiboi Haokip, the four elected executive members shall nominate other members to various posts before the end of November, 2012 in consultation with KSO General Headquarters.

KSO (Ghqs) snubs ATSUM revival (NNN/The Sangai Express)
IMPHAL, Nov 3, 2012: All is not well among the various hill based students’ organisations. Misunderstandings and co-mmunication gaps are the reasons for all the ails.
A day after the announcement of the ‘revival’ of the erstwhile All Tribal Students’ Union Manipur (ATSUM) by the Joint Committee of Hill Districts Students' Organisations (JCHDSO), the Kuki Students Organisation, General Headquarters (KSO- GHQ) has said it will not accept the move of the JCHDSO.
The apex Kuki students’ body’s logic being that All Naga Students’ Association, Manipur (ANSAM) and the KSO-GHQ are the main constituent units of ATSUM and without their involvement and consent reviving or formation of the apex tribal students’ body is ridiculous.
“The supposed formation (revivival) of the All Tribal Students’ Union, Manipur (ATSUM) under the auspices of some hill district students’ bodies is ‘unacceptable’ and ‘invalid’, it said.

A day after the announcement of the ‘revival’ of the erstwhile All Tribal Students’ Union Manipur (ATSUM) by the Joint Committee of Hill Districts Students' Organisations (JCHDSO), the Kuki Students Organisation, General Headquarters (KSO- GHQ) has said it will not accept the move of the JCHDSO.
The apex Kuki students’ body’s logic being that All Naga Students’ Association, Manipur (ANSAM) and the KSO-GHQ are the main constituent units of ATSUM and without their involvement and consent reviving or formation of the apex tribal students’ body is ridiculous.
“The supposed formation (revivival) of the All Tribal Students’ Union, Manipur (ATSUM) under the auspices of some hill district students’ bodies is ‘unacceptable’ and ‘invalid’, it said.

KSO opposes TET bandh

In this respect, the Education Minister had given his assurance to open TET exam centres in all the districts hqs in all future TET exams.
Whereas the KSO always made it a point to consult all the tribal student organisations wherever tribal issues were concerned, the KSO was not taken into confidence by the five student organisations on the decision to call the 48 hours bandh, said a joint statement of district KSO branches.
Pointing out that an agreement was already signed with the Education Minister regarding the issue of TET centres of which details have been made known to the public through media, it questioned the intention behind calling a general strike on the same matter and passing it off as a tribal issue.
It went on to ask, “Where were the other hill based student bodies when the KSO first raised the issue?”

On the proposal that the examination centres for TET be opened in all the district headquarters, the student body said that the Education Minister assured that the matter would be looked into seriously, so that "TET examination centres may be opened at all the district head-quarters from next year.
The intricacies and technical problems involved in shifting the exam centres at short notice were duly considered, said the KSO and added that TET exam centres would be opened in every district headquarters from next year.
The agreements were reached during a meeting convened by the Education Minister.
Other than representatives of the KSO and DESAM, MLAs from the hill districts and members of the Manipur State Education Consultative Committee were present at the meeting.
The MLAs included Vungzagin Valte MLA of Thanlon Assembly Constituency, MK Preshow MLA of Chingai Assembly Constituency, Nemcha Kipgen MLA of Kangpokpi Assembly Constituency, Z Kikhonbou Newmai MLA of Tamei Assembly Constituency, Victor Nonglur MLA of Chandel Assembly Constituency and Dr Alexander Pou MLA of Karong Assembly Constituency.

Problems are more intimidating to the people who come from far flung or remote areas in the hill districts. These people have to endure all sorts of hardship such as transport bottlenecks, finance problems and the trouble of spending of 2-3 days in Imphal to procure the forms. Pandemonium occurred every day at the distribution centre due to overcrowding and jostling. The high pricing of the TET forms at Rs. 300 per form is also not appropriate as the price is way out of reach for poor and deprived candidate. It has also cast a shadow of doubt among the people as some persons have been doing brisk business out of it. There is a rumour doing around that staffs and security personnel have engage in fraudulent practice by selling the form at the rate of Rs. 500 per form alleged KSO Vice president.

Imphal, September 14 2012: The Kuki Students' Organisation (Gen hqtrs) and Zeliangrong Students' Union, Manipur have today urged the authority concerned to issue TET forms in all district headquarters and open exam centre for the same at all district headquarters of the State.
The KSO today submitted a memorandum to the Education Minister urging immediate intervention to alleviate the hardships faced by aspiring candidates in getting TET forms and to make arrangement for exam centres at all district headquarters.
The memorandum signed by KSO VP, Mangcha Baite also urged the minister for the extension of last date for submission of forms and deferment of the date of examination as the date collides with an exam to be conducted by SSC.
Meanwhile, demanding that TET form be issued from all district headquarters, the Zeliangrong Students' Union Manipur has expressed strong dissatisfaction with the attitude of the State Government and concerned department for failing to open TET examination centres at district headquarters despite their assurance last year.
"'Instead of opening TET exam centres at all district headquarters, application forms for the same exam are issued only at one centre in Imphal,"' lamented ZSUM in a statement signed by its chairman, D Stephen Zeme.
It said that the issuance of forms at only one centre in Imphal has caused a lot of inconveniences for aspiring candidates from other districts of the State as they have to spend three-four days in collecting the form.
Demanding that the concerned department issue TET form in all the districts immediately as was done in the past and conduct the exam at all district headquarters, ZSUM has warned of launching democratic form of agitation in case their demand is not realised.

Imphal, August 10, 2012: Expressing dissatisfaction over the announcement made by the State Government pertaining to the award package for MC Mary Kom for her stellar performance in the London Olympic, the Kuki Students’ Organisation (General Headquarters), on behalf of the Kuki people, urged the Chief Minister to reconsider its publicised reward package for the Gold Medal even if the ‘magnificent daughter of the State’ is coming back with a Bronze medal.
At the same time, the KSO demanded that the Government award Mary Kom with the rank of SP or any equivalent position it deemed fit and the Rs 1 Crore it announced for the Gold medal and also the four acres of prime land including the 2 acres it had already given to her in recognition of her 5th World title.
“At a time when the whole country erupted in jubilation and celebration, the euphoric moment was spoiled by the unsavoury announcement of the State Government,” said the KSO (Ghqs) statement signed by its vice president, Mangcha Baite while adding that the Government’s proclamation to promote her to the rank of Additional SP in the Manipur Police if she fetches gold was a total embarrassment.
The KSO said the rank (Additional SP) was already conferred on Mary Kom in 2010 when she won the World Championship for a record five times while pointing out that the CM had bestowed the honour during a State reception accorded to her at Khuman Lampak Stadium.
In that reception, she was also rewarded with 2 acres of prime land for her dream project of setting up a boxing academy, it pointed out.
Stating that she was further more honoured by naming a stretch of road in NGV as MC Mary Kom Road, the KSO statement lamented that not even a single signboard bearing the name is to be seen till today while asserting that such rewards and gestures of the Government could be construed as just namesakes.
“More ironical was that no award and incentives for a bronze medal were mentioned in the State Government’s official announcement right after her victory in the quarter finals. Since there is no dearth of award for Mary Kom across the country, the State Government’s paltry reward is something to be ashamed of. And if Mary Kom so desire, she is free to choose any better offer that might come her way,” the KSO statement posited.

KSO demands amendment in SI recruitment

Imphal, August 04, 2012: Taking due cognizance of the grievance felt by candidates in the recruitment for 243 posts of Sub-Inspector in the home department, the KSO General Headquarters demanded that the government should make amend of this oversight and further declared 284 numbers of candidates for the viva-voce in order to make up the shortfall.
A KSO statement signed by its general secretary, Sasang Vaiphei said the delay in the recruitment process is a matter of great concern for the student organization while adding that so many fates of students are hanging in the balance because of the government's indecisiveness to bring the recruitment process to its conclusive end.
Pointing out that the number of successful candidates declared for viva-voce was not in synch with the existing government's recruitment norms and regulations in the ratio of 1:3, it said that the department had declared 445 candidates as eligible for viva-voce as against the 729 candidates to be declared eligible for the 243 vacant posts as per information culled from a reliable source.
The KSO also urged other likeminded students' organizations to take up the case as it concerns the welfare of students who had labored so hard to have the chance to the serve the people.
The KSO further demanded that there should not be any viva-voce for the 243 Sub-Inspector posts until and unless the demand is favourably taken into consideration.

The KSO also urged other likeminded students' organizations to take up the case as it concerns the welfare of students who had labored so hard to have the chance to the serve the people.
The KSO further demanded that there should not be any viva-voce for the 243 Sub-Inspector posts until and unless the demand is favourably taken into consideration.

KSO plot encroached by MDS chief (Imphal Free Press)
IMPHAL, June 19, 2012: Kuki Students’ Organization today called a press conference at its office this evening regarding the two issues of its office plot issue and Nongbram murder case.
Briefing media persons at the press conference, vice president of the student body said that the KSO General Headquarters in its executive meeting had resolved to pursue conclusive ends to the KSO office plot issue and the Nongbram murder case, in the interest of the student community in particular and the people of the land at large.
He said that “To convey its displeasure over the lackadaisical attitude of state government on the issues of KSO office plot and the Nongbram murder case, the student body has resolved to impose a 48 hour bandh in the state from midnight of June 22 upto June 24 midnight”.
Elaborating on the KSO office plot issue, he said that the issue is a long and protracted one in which the plot of land measuring 100×30 ft at Kabo Leikai near 2nd MR Gate, is intermittently encroached by every purchaser since June 2000, the latest being MDS Director, Y Ningthem.
He continued that on April 30, executive members of the KSO general headquarters inspected the construction activities on the plot of land situated at village No. 2S(A} Kabo Leikai (covered by CS Dag no 692/693) bearing patta No 601 (old), and found out its portion of the plot being encroached.
On further inquiry it has come to our knowledge that the building is meant for a 5 Star hotel purportedly constructed by Director Ningthem, he said.
The KSO sought an audience with Ningthem for discussion but was denied the chance for any meeting, he further alleged.
Nevertheless, the KSO provided mobile contact numbers to the MDS Director in the hope that he may contact the KSO for a formal discussion, he said.
As there was no intimation from him even then, the KSO dispatched a letter imploring him to halt all construction activities until the matter is mutually settled. But all acts of rapprochement on the part of KSO proved to be futile as the construction activities relentlessly continued in complete disregard of KSO`s kind gesture, he alleged.
“As the KSO did not want any ill feelings to develop between the organisation and the Director it approached the Chief Minister O Ibobi Singh, who has complete knowledge of this particular land dispute case, in the hope that something tangible may come out to bring about an amicable solution”.
“But even the efforts of the CM seemed useless as nothing worthy of consideration happened to this day”, he continued.
Therefore, the KSO has resolved to resort to any action as deemed fit in order to draw the attention of all and sundry.
Meanwhile, regarding the Nongbram murder case, he said that two innocent students identified as Paosat Kipgen and Paolenlal Chongloi were allegedly lynched by Nongbram villagers on December 22 in a case of extortion.
“A spot inquiry and investigation by the police had exonerated the two students of the falsified charge after it came to know that the two persons were respectively M.Com student at NEHU and a selected SI aspirant under CPO, with both coming to Bongbal Khullen village for Christmas”.
The ATSUM, KSO, and ANSAM had jointly condemned the killing in the strongest terms and demanded the arrest of the culprits involved in the killing.
The Government of Manipur reciprocated by assuring the three students bodies of necessary action regarding the demands for construction of a Memorial Hall in remembrance of Paosat Kipgen and Paolenlal Chongloi and a government job each to the victims` families.
But the Govt. of Manipur is yet to fulfill the promise and assurance it has given to the families and the three student bodies.
Therefore, it is the resolute stand of the KSO General Headquarters that the Govt. of Manipur should fulfil its promises, he said.

Moreover, he also played an important role in promoting quality education and social transformation throughout the length and breadth of Manipur. His demise is a great loss to the society and the void created by his absence would be difficult to be filled in for years to come, the release added, while sharing loss and sorrow of the bereaved family.

The KSO statement also remembered him as playing an important role in promoting quality education and social transformation among the Kuki students throughout the length and breadth of the Northeast states.
