ONSTITUTION OF THE KUKI STUDENTS’ ORGANISATION
Motto: LEARN, UNITE, SERVE

Preamble
We, the Kuki Students’ having solemnly resolved to constitute ourselves into the Kuki Students’ Organisation in our constituent Assembly on 7th December in the year of 1963 A.D. which is an independent Students’ Welfare body, inclusive of all Kuki ethnic groups and Tribes elsewhere with a motto of “Learn, Unite, Serve” for advancement in the field of Education, Socio-Political and Economy amongst the Students community in particular and the Kuki people in general do hereby adopt, enact and give to ourselves this constitution.
ARTICLE 1: TITLE
This Constitution shall be called “THE CONSTITUTION OF THE KUKI STUDENTS’ ORGANISATION.
ARTICLE 2: COMMENCEMENT
It shall come into force from the date of its approval, adoption and enactment by the General Assembly of the general body of the organisation.
ARTICLE 3: EXTENT
It shall apply to all individuals and collective members of the Organisation inclusive of all students belonging to the Kuki community.
ARTICLE 4: ADMINISTRATIVE HEADQUARTERS
The Administrative Headquarters of the Organisation shall be located at Imphal, Manipur.
(a) The State Level branches of KSO, GHQ are Nagaland KSO, Assam KSO, Myanmar KSO, Tripura KSO and Mizoram KSO.
(b) There is also District level, Branches, Blocks and various constituent units represented on the basis of tribes organisation.
(c) The KSO, GHQ may function as Manipur State KSO as well. And, its General Headquarters at Tuiboung, Churachandpur, Manipur.
ARTICLE 5: DEFINITIONS
In this Constitution, unless the context otherwise requires, the following expression shall have the meanings hereby assigned to them.
(i) “EXECUTIVE CABINET COMMITTEE” shall mean the elected executive members of the General Headquarters.
(ii) “STATE LEVEL” shall mean Branch offices of the Organisation in the states of a country or cities/locations.
(iii) “DISTRICT LEVEL” shall mean Branch offices of the Organisation in Districts of States or Union Territories.
(iv) “BLOCK-LEVEL” shall mean Branch Offices of the Organisation in the Developmental Block Divisions of District in a State.
(v) “SUB-COMMITTEE” shall mean a particular committee constituted to look after a specific subject by the executive Cabinet Committee from time to time.
(vi) “GENERAL BODY” shall mean the whole body of the organisation’s constituent units with the requisite number of representatives as directed by the executive Cabinet Committee from time to time.
(vii) “MEETING” shall mean any meeting conducted within the organisation at any level in the interest of the organisation from time to time and place to place.
(viii) “EMERGENCY” or URGENT MEETING” shall mean a meeting convened with a short notice to transact important, urgent and emergency matters.
(ix) “BUDGET” shall mean the proposed Income and Expenditure of the Organisation for a certain period of time or Occasion.
(x) “RE-CALL” shall mean calling back of any elected or nominated member of the organisation by its Parent-Body or Organisation.
(xi) “IMPEACHMENT” shall mean removal or termination of any incumbent officials of the Organisation from the assigned duty.
(xii) “ELECTORAL COLLEGE” shall mean a member who is eligible to be an elector or voter for the election of office bearers of offices of the organisation.
(xiii) “AMENDMENT” shall mean modification, rectifications or additions effected to the constitution of the organisation.
ARTICLE 6: “SAVINGS”
All orders, Resolutions, Notifications, Memoranda etc. shall be deemed to have been don this Constitution.
ARTICLE 7: “REPEAL”
All Resolutions, Orders, Notifications, Publications, Memoranda etc. Which were passed or issued by the Organisation at all levels which are contrary to the Constitution shall stand cancelled or Repealed from the date of enforcement of this Constitution.
ARTICLE 8: “AIMS & OBJECTIVES”
The basic aims and objectives of the “Kuki Students’ Organisation” shall be;
1. To build-up a strong sense of unity and fraternity amongst the students’ community in particular and that of the Kuki people in general.
2. To promote mutual co-operation among the students in the field education, socio-cultural, moral and intellectual activities abounded by the spirit of unity.
3. To strive stringently for the evolvement of democratic ideals and principles in all its dealings.
4. To promote mutual understanding and peaceful co-existence with all other organisations within the Kuki Community apart from maintaining cordial relations with counterpart organisations.
5. To promote and safeguard value-based moral bearings to deserving Kuki Students in matters of hectic concerns.
6. To strive consistently for wilful participation amalgamation of scattered Kuki ethnic brethren into the main fold through genuine endeavours.
7. To inculcate scientific temper in the realisation of modern education systems and standards through quality Education.
ARTICLE 9: “EMBLEM, MOTTO & FLAG”
1. EMBLEM- The Emblem of the Organisation shall be the Sun rising in between the Horns of Mithun, bordered by Olive branches and Eccl. 12: 1 being inscribed just below the Sun.
2. MOTTO - The Motto of the Organisation shall be “LEARN, UNITE, SERVE” being spread below the Emblem.
3. FLAG - The Flag of the Organisation shall be-
(i) GREEN on top: Signifying Truth, Justice and Progress.
(ii) WHITE in the middle: Signifying Peace and Harmony.
(iii) RED at the bottom: Signifies Courage and Sincerity.
ARTICLE 10: “TERMS OF OFFICE OF OFFICE BEARERS:
The Office-bearers of the Organisation at all levels shall hold office normally for a period of two (2) Calendar years from the date of election.
ARTICLE 11: “RE-ELECTION”
A person can seek re-election to the provided no disqualification under any Articles of the Constitution is being established against his/her candidature to a particular post.
ARTICLE 12: “ORGANS OF THE KSO
The main organs of the KSO are
(A) The General Assembly:
1. a) It includes all bonafied Student members of KSO.
2. B) General Assembly shall be convened atleast once in a year to mould and modify policies and programmes deem fit for necessary growth and development of the organisation.
(B) The Central Cabinet:
The Central Cabinet consist of; (1) President, (2) Vice-President (2 Nos) Internal administration & (3) V/President (External) (4) General Secretary, (5) Joint General Secretary, (6) Finance Secretary, (7) Secretary Education & Statistics, (8) Secretary Social and Culture, (9) Secretary Information and Publicity.
(C) Central Executive Council (CEC):
1. It includes Central Cabinet, Presidents and Secretaries of all States and Districts KSO.
2. The Central Executive Council shall meet at least once in a year or otherwise being felt necessity owing to situation or circumstances if effected upon.
3. The President of KSO (GHQ) shall summon and preside over the CEC meeting, whereas in his absence vice President may act over as the presider.
ARTICLE 13: NOMINATION OF EXECUTIVE MEMBERS & DISTRICT CABINET BODY
A. (i) If nomination of any cabinet members of District KSO is required, it shall be made by obtaining the approval of the Headquarters.
(ii) In the case of Blocks and Units the approval of respective District Executive should be obtained.
B. (i) The District and Branches KSO Cabinet Body shall consist of President, Vice-President, General Secretary, Joint Secretary, Finance Secretary, Secretary Education, Secretary Social & Culture, Secretary Information & Publicity and other Secretaries as required.
ARTICLE 14: THE POST OF SPEAKER HAS BEEN DELETED IN THE 1ST AMENDMENT OF THE CONSTITUTION BY CONSTITUTING WITH THE STANDING COMMITTEE.
ARTICLE 14 A. STANDING COMMITTEE:
The Organisation shall have a Standing Committee. The members of the committee shall be constituted as thus:
1. President of the General Headquarters of the past Six (6) terms.
2. Vice-President of the General Headquarters for the past (6) terms.
3. Secretary General (s) of the General Headquarters for the Past Six (6) terms.
B. Term of the Standing Committee Members:
1. The term of office of the standing committee members expire in sequence order after every (two) years.
2. Members of the Standing Committee shall be retired from the office in Batch by Batch or Term-wise after every two years with the incoming of the outgoing President, Vice-President and Secretary General of the Organisation.
C. Power and Function:
1. The Standing Committee is the Advisory cum Custodian body.
2. The Committee shall defend the Constitution of the Organisation as and when necessity arises.
3. The Committee is to conduct election of Officials for the General Headquarters of the Organisation by the expiry of terms of office of the elected body.
4. The Chairman of the Committee shall administer Oath of Office to the elected members of the Organisation.
5. In cases of internal disagreements or differences the Committee decision shall be final and binding.
6. The Standing Committee shall enforced strict regulation in matters of unilateral extension/excessive retention of terms and tenure, by the incumbent or unconstitutional manoeuvring, may lead to direct abrogation from holding the office of the KSO.
7. The Central Executive shall arrange a farewell ceremony to the Outgoing/Retired Chairman and Members of the Standing Committee and New Chairman and Secretary should also be nominated on that day, at 1 (one) month ahead of the expiry of the term of office of the Central Executive.
8. The Chairman and Secretary of the Standing Committee shall act as Returning and Presiding officer to the election of KSO (GHQ) office bearers.
9. The Chairman of the Standing Committee is empower to convene a joint sitting with executive members of the KSO GHQ in case of constitutional inconveniences/crisis and crucial issues arises concerning to the Organisation.
ARTICLE No. 15 (A): ELECTION PROCEDURE:
1. The Central Cabinet KSO shall appoint Election Committee consisting of President Officer, Returning Officer and Election Committee in consultation with the incumbent District KSO Cabinets.
2. The Election of office bearers of General Headquarters District, Branches of Units shall be made by consensus as far as practicable. However, if the election by consensus would not work out, casting of votes by secret ballot shall be done.
3. In case any problem arises, the decision of Presiding Officer and Returning Officer shall be final and binding.
ARTICLE 15 (B): ELECTORAL COLLEGE:
1. The Executive Member of KSO General Headquarters shall be elected by an Electoral College consisting of incumbent Central executives, Executive members of States, Districts, representatives of the constituent units and Standing Committee members.
2. The electoral college in respect of District consist of incumbent District Executive, Block and units, and valid I-Card holders from TDC 1st Year to Registered Research Scholars of their respective District Jurisdiction.
3. The Executive members of blocks and units shall be elected by an electoral college consisting of all executive members, active students’ or as deem fit and suitable by the designated Returning Officer/Presiding Officer of their respective Districts cabinets.
ARTICLE 16: THE PRESIDENT:
A. ELIGIBILITY:
1. He must be a graduate with not below the age of 30 years.
2. He must bear a good moral character.
3. He must have the work experience of an executive members of District Level for atleast 4 (four) years or must have the work experience of an executive members of General Headquarters for atleast a term i.e. (two years)
4. He shall not be an active member of any political party.
5. He must not hold any permanent office of profit under state and central Govt.
B. POWER and FUNCTIONS:
1. The President of the KSO GHQ is the head of the Organisation.
2. The President can summon the Central Cabinets Committee, Central Executive Council (CEC) and Emergency meeting with the Secretary General as and when necessary.
3. The President shall hand over the charges to the Chairman, Standing Committee of the KSO in case of expiry of the term of office, for conduction fresh election.
4. The President of the KSO GHQ can also dissolve the executives of any District KSO in case of violating the norms of constitution, misuse of the organisation and power, with the approval of the Central Cabinet Committee.
5. The President shall protect and safeguard the constitution and the organisation by devoting himself to the service of advancement of the KSO.
6. The President has the power to nominate as well as terminate any executive members as provided under the constitution.
ARTICLE No. 17: REMOVAL OF PRESIDENT
1. The President can be removed from office by Impeachment on the ground of violation of Constitution, immorality, misappropriation of funds, misused of the office of the organisation.
2. The Chairman of the Standing Committee shall allowed the Impeachment motion if a written application having the signature of not less than 2/3 members of the cabinet is submitted to him.
ARTICLE No. 18: VACANCY OF PRESIDENT’S POST
1. In case, the President’s post is vacated either by impeachment, resignation or demise, the Vice President shall take over the post on incharge for a period of not than 2 (two) months.
2. The Chairman of the Standing Committee shall call for by election for the Presidentship within 2 (two) months.
3. By-election of District, Branches and Units, shall be conducted under the supervision of General Headquarters.
ARTICLE No. 19: VICE-PRESIDENT
The Vice-President shall have all such powers enjoyed by the President in the absence of the president. However, the Vice-President may also be assigned with such other functions as determined by the Executive Council from time to time. His normal duty shall be to assisting the President in all matters.
ARTICLE No. 20: GENERAL SECRETARY
1. The General Secy. shall convene all meetings of the Organisation after duly consulting the President.
2. Shall record proceedings and the minutes of the meeting.
3. Shall keep the Records of the Organisation in safe custody.
4. Maintain all correspondence and routine business of the Organisation.
5. Shall sign the Cheque Jointly with the President and Finance Secretary.
6. Shall implement the resolutions of the Cabinet into action.
ARTICLE No. 21: JOINT SECRETARY
1. Joint Secy. shall assist the Secretary in all matters.
2. He shall perform asked occupy the seat of Secretary during the absence of the Secy. General.
3. Shall also exercise such other power as assigned to him by the Executive Council from time to time.
ARTICLE No. 22: FINANCE SECRETARY
1. Shall receive all payments in the name of the Organisation.
2. Shall maintain accounts of the receipts and expenditure of the Organisation.
3. Shall prepare annual balance sheet and statement of account which are to be laid before the annual General Assembly.
4. Shall keep the Pass Book of the Bank and other financial document in safe custody.
5. Shall frame the budget of each year which shall be approved by the CEC/Assembly.
6. Shall sign all the cheques jointly with the President and the Secretary General.
7. Shall be entitled to bear a maximum of Rs. 2000/- in his possessions.
8. Funds drive and all financial matters shall be under the supervision and directives of the Finance Secretary.
ARTICLE No. 23: SECRETARY EXTERNAL AFFAIRS
1. He shall take-up all external affairs relating to KSO and shall play an important role of intermediary between other student’s communities.
2. He shall discuss any external issue with Central Cabinet and act to build up cordial relationship, and understanding between KSO and other student’s communities.
ARTICLE No. 24: PUBLICITY AND INFORMATION SECRETARY
1. Shall inform the Executive Council of any matters connected with the Organisation on time.
2. Shall inform the members of the Organisation of any matters as may be authorised by the Executive Council/Cabinet.
3. Shall publish such matters as may authorise by the Executive Council from time to time.
ARTICLE No. 25: SECRETARY SOCIAL AND CULTURE
1. He/She must be well-versed in traditional Kuki customs and traditional way of life. He shall work to popularise Kuki custom and culture among the students as well as in Government Agencies for the preservation of the Kuki Culture and Tradition.
2. He/she shall arrange Cultural troupe for important functions.
ARTICLE No. 26: SECRETARY EDUCATION
1. He/she should collect all the data relating to Statistics of KSO.
2. All the congratulation letters to the outstanding successful candidates be sent/conveyed through him/her after due consultation with the President and General Secretary.
3. Shall place before the General Assembly, the name of successful candidates i.e. Top ten of every Examination.
4. Initiate a free coaching programme for students appearing the HSLC and HSSLC Examination.
5. Advertised important employment jobs to the students and publish a periodical bulletin by highlighting different academic careers to the student’s community.
6. Prepare/Arrange a policy on education for the students play active role in implementing the policies and programmes into action.
ARTICLE No. 27: RELATION BETWEEN GHQ. AND DISTRICTS.
1. The General Head Quarters shall deal all cases and issues concerning KSO
2. The District Kuki Students’ Organisation shall confined exercising of power only within their respective jurisdiction.
3. All matters relating to the State and Central Governments shall be dealt with by the KSO General Head Quarters.
4. Any matters and issues arises in Districts shall be dealt with by District KSO with consultation of the Centre Cabinet.
5. If nomination for any executive members/cabinet of District KSO required, it shall be made with the prior approval of the KSO GHQ.
6. The nomination of any members in the Block and Units KSO also be made with the approval of their respective District cabinet.
ARTICLE No. 28: REMOVAL OF OFFICE-BEARERS BY THE PRESIDENT.
If any cabinet members of both Head Quarters and District violates Constitution, fail to perform his/her duties sincerely or misuse the organisation and office, or if found absent in Cabinet, CEC meetings deliberately for 3 consecutive meetings, then the President can dismiss such office-bearers after discussion and passing a resolution with simple majority of the cabinet. The CEC shall elect another person/member to fill in the vacancy.
ARTICLE No. 29: AMENDMENT AND ACTS
1. Constitution may be amended from time to time to suit the changing circumstances but only by the General Assembly in 2/3 majority.
2. Proposals for amendment can come from any bonafide members of KSO through the approval of the CEC Cabinet. The proposed amendment bill shall be passed by 2/3 majority of KSO members present in the General Assembly. Amendment shall become effective after the President signs it.
3. Other Bills can be passed by the Cabinet by 2/3 majority and become an Act after the President sign it.
ARTICLE No. 30: QUORUM
1. Simple majority of the total numbers called for meeting shall constitute the Quorum. The meeting may proceed if quorum requirement is fulfilled.
2. In an Emergency Meeting, 1/3 of total members called for the meeting shall constitute the Quorum.
ARTICLE No. 31: KSO CULTURAL DRESS
All the traditional/cultural dresses of the tribes and ethnic groups of the Kuki are the traditional dresses of the KSO.
ARTICLE No. 32: SEAL
The President, Vice-President, Secretary General and all the Department Secretaries are entitled to posses Seals bearing their respective designation.
ARTICLE No. 33: KSO AWARDS
The Kuki Students Organisation will arrange different awards as given below for the encouragement of the student community.
1. Top 10s position holders in HSLC, HSSLC, BA, MA, Technical, Professional Courses and Doctorate Degree etc.
2. Successful candidates of MPS/UPSC and National Level Competitive Examinations.
3. Outstanding personality in the fields of Social Services, Sports, Literature Arts & Culture etc.
4. Awards shall be awarded by the General Headquarters after due consideration.
ARTICLE No. 34: HANDING OVER OF CHARGE
Right after the swearing – in – Ceremony of the newly elected office bearers, the out-going office bearers shall hand over all files, documents and properties of the organisation to the in-coming office bearers.

The 1st Amendment Act 2005 hereby deleted the post and status of the post of speaker and effect major changes in re-constitution or substituting it by a body or sets of renowned former KSO top brass leaders as think-tank group encapsulated as “Standing Committee”.
(b) (1) It deals with the terms of the standing committee.
(2) It deals with standing committee’s Powers and functions.
Note: The first Amendment Act 2005 passes through definite stages of significant incorporations and deletions, keeping in flow the structures more resolute, Intact and reliable provided with the spirit of constant checks and balance.

The Central Cabinet consist of; (1) President, (2) Vice-President (2 Nos) Internal administration & (3) V/President (External) (4) General Secretary, (5) Joint General Secretary, (6) Finance Secretary, (7) Secretary Education & Statistics, (8) Secretary Social and Culture, (9) Secretary Information and Publicity.
(C) Central Executive Council (CEC):
1. It includes Central Cabinet, Presidents and Secretaries of all States and Districts KSO.
2. The Central Executive Council shall meet at least once in a year or otherwise being felt necessity owing to situation or circumstances if effected upon.
3. The President of KSO (GHQ) shall summon and preside over the CEC meeting, whereas in his absence vice President may act over as the presider.
ARTICLE 13: NOMINATION OF EXECUTIVE MEMBERS & DISTRICT CABINET BODY
A. (i) If nomination of any cabinet members of District KSO is required, it shall be made by obtaining the approval of the Headquarters.
(ii) In the case of Blocks and Units the approval of respective District Executive should be obtained.
B. (i) The District and Branches KSO Cabinet Body shall consist of President, Vice-President, General Secretary, Joint Secretary, Finance Secretary, Secretary Education, Secretary Social & Culture, Secretary Information & Publicity and other Secretaries as required.
ARTICLE 14: THE POST OF SPEAKER HAS BEEN DELETED IN THE 1ST AMENDMENT OF THE CONSTITUTION BY CONSTITUTING WITH THE STANDING COMMITTEE.
ARTICLE 14 A. STANDING COMMITTEE:
The Organisation shall have a Standing Committee. The members of the committee shall be constituted as thus:
1. President of the General Headquarters of the past Six (6) terms.
2. Vice-President of the General Headquarters for the past (6) terms.
3. Secretary General (s) of the General Headquarters for the Past Six (6) terms.
B. Term of the Standing Committee Members:
1. The term of office of the standing committee members expire in sequence order after every (two) years.
2. Members of the Standing Committee shall be retired from the office in Batch by Batch or Term-wise after every two years with the incoming of the outgoing President, Vice-President and Secretary General of the Organisation.
C. Power and Function:
1. The Standing Committee is the Advisory cum Custodian body.
2. The Committee shall defend the Constitution of the Organisation as and when necessity arises.
3. The Committee is to conduct election of Officials for the General Headquarters of the Organisation by the expiry of terms of office of the elected body.
4. The Chairman of the Committee shall administer Oath of Office to the elected members of the Organisation.
5. In cases of internal disagreements or differences the Committee decision shall be final and binding.
6. The Standing Committee shall enforced strict regulation in matters of unilateral extension/excessive retention of terms and tenure, by the incumbent or unconstitutional manoeuvring, may lead to direct abrogation from holding the office of the KSO.
7. The Central Executive shall arrange a farewell ceremony to the Outgoing/Retired Chairman and Members of the Standing Committee and New Chairman and Secretary should also be nominated on that day, at 1 (one) month ahead of the expiry of the term of office of the Central Executive.
8. The Chairman and Secretary of the Standing Committee shall act as Returning and Presiding officer to the election of KSO (GHQ) office bearers.
9. The Chairman of the Standing Committee is empower to convene a joint sitting with executive members of the KSO GHQ in case of constitutional inconveniences/crisis and crucial issues arises concerning to the Organisation.
ARTICLE No. 15 (A): ELECTION PROCEDURE:
1. The Central Cabinet KSO shall appoint Election Committee consisting of President Officer, Returning Officer and Election Committee in consultation with the incumbent District KSO Cabinets.
2. The Election of office bearers of General Headquarters District, Branches of Units shall be made by consensus as far as practicable. However, if the election by consensus would not work out, casting of votes by secret ballot shall be done.
3. In case any problem arises, the decision of Presiding Officer and Returning Officer shall be final and binding.
ARTICLE 15 (B): ELECTORAL COLLEGE:
1. The Executive Member of KSO General Headquarters shall be elected by an Electoral College consisting of incumbent Central executives, Executive members of States, Districts, representatives of the constituent units and Standing Committee members.
2. The electoral college in respect of District consist of incumbent District Executive, Block and units, and valid I-Card holders from TDC 1st Year to Registered Research Scholars of their respective District Jurisdiction.
3. The Executive members of blocks and units shall be elected by an electoral college consisting of all executive members, active students’ or as deem fit and suitable by the designated Returning Officer/Presiding Officer of their respective Districts cabinets.
ARTICLE 16: THE PRESIDENT:
A. ELIGIBILITY:
1. He must be a graduate with not below the age of 30 years.
2. He must bear a good moral character.
3. He must have the work experience of an executive members of District Level for atleast 4 (four) years or must have the work experience of an executive members of General Headquarters for atleast a term i.e. (two years)
4. He shall not be an active member of any political party.
5. He must not hold any permanent office of profit under state and central Govt.
B. POWER and FUNCTIONS:
1. The President of the KSO GHQ is the head of the Organisation.
2. The President can summon the Central Cabinets Committee, Central Executive Council (CEC) and Emergency meeting with the Secretary General as and when necessary.
3. The President shall hand over the charges to the Chairman, Standing Committee of the KSO in case of expiry of the term of office, for conduction fresh election.
4. The President of the KSO GHQ can also dissolve the executives of any District KSO in case of violating the norms of constitution, misuse of the organisation and power, with the approval of the Central Cabinet Committee.
5. The President shall protect and safeguard the constitution and the organisation by devoting himself to the service of advancement of the KSO.
6. The President has the power to nominate as well as terminate any executive members as provided under the constitution.
ARTICLE No. 17: REMOVAL OF PRESIDENT
1. The President can be removed from office by Impeachment on the ground of violation of Constitution, immorality, misappropriation of funds, misused of the office of the organisation.
2. The Chairman of the Standing Committee shall allowed the Impeachment motion if a written application having the signature of not less than 2/3 members of the cabinet is submitted to him.
ARTICLE No. 18: VACANCY OF PRESIDENT’S POST
1. In case, the President’s post is vacated either by impeachment, resignation or demise, the Vice President shall take over the post on incharge for a period of not than 2 (two) months.
2. The Chairman of the Standing Committee shall call for by election for the Presidentship within 2 (two) months.
3. By-election of District, Branches and Units, shall be conducted under the supervision of General Headquarters.
ARTICLE No. 19: VICE-PRESIDENT
The Vice-President shall have all such powers enjoyed by the President in the absence of the president. However, the Vice-President may also be assigned with such other functions as determined by the Executive Council from time to time. His normal duty shall be to assisting the President in all matters.
ARTICLE No. 20: GENERAL SECRETARY
1. The General Secy. shall convene all meetings of the Organisation after duly consulting the President.
2. Shall record proceedings and the minutes of the meeting.
3. Shall keep the Records of the Organisation in safe custody.
4. Maintain all correspondence and routine business of the Organisation.
5. Shall sign the Cheque Jointly with the President and Finance Secretary.
6. Shall implement the resolutions of the Cabinet into action.
ARTICLE No. 21: JOINT SECRETARY
1. Joint Secy. shall assist the Secretary in all matters.
2. He shall perform asked occupy the seat of Secretary during the absence of the Secy. General.
3. Shall also exercise such other power as assigned to him by the Executive Council from time to time.
ARTICLE No. 22: FINANCE SECRETARY
1. Shall receive all payments in the name of the Organisation.
2. Shall maintain accounts of the receipts and expenditure of the Organisation.
3. Shall prepare annual balance sheet and statement of account which are to be laid before the annual General Assembly.
4. Shall keep the Pass Book of the Bank and other financial document in safe custody.
5. Shall frame the budget of each year which shall be approved by the CEC/Assembly.
6. Shall sign all the cheques jointly with the President and the Secretary General.
7. Shall be entitled to bear a maximum of Rs. 2000/- in his possessions.
8. Funds drive and all financial matters shall be under the supervision and directives of the Finance Secretary.
ARTICLE No. 23: SECRETARY EXTERNAL AFFAIRS
1. He shall take-up all external affairs relating to KSO and shall play an important role of intermediary between other student’s communities.
2. He shall discuss any external issue with Central Cabinet and act to build up cordial relationship, and understanding between KSO and other student’s communities.
ARTICLE No. 24: PUBLICITY AND INFORMATION SECRETARY
1. Shall inform the Executive Council of any matters connected with the Organisation on time.
2. Shall inform the members of the Organisation of any matters as may be authorised by the Executive Council/Cabinet.
3. Shall publish such matters as may authorise by the Executive Council from time to time.
ARTICLE No. 25: SECRETARY SOCIAL AND CULTURE
1. He/She must be well-versed in traditional Kuki customs and traditional way of life. He shall work to popularise Kuki custom and culture among the students as well as in Government Agencies for the preservation of the Kuki Culture and Tradition.
2. He/she shall arrange Cultural troupe for important functions.
ARTICLE No. 26: SECRETARY EDUCATION
1. He/she should collect all the data relating to Statistics of KSO.
2. All the congratulation letters to the outstanding successful candidates be sent/conveyed through him/her after due consultation with the President and General Secretary.
3. Shall place before the General Assembly, the name of successful candidates i.e. Top ten of every Examination.
4. Initiate a free coaching programme for students appearing the HSLC and HSSLC Examination.
5. Advertised important employment jobs to the students and publish a periodical bulletin by highlighting different academic careers to the student’s community.
6. Prepare/Arrange a policy on education for the students play active role in implementing the policies and programmes into action.
ARTICLE No. 27: RELATION BETWEEN GHQ. AND DISTRICTS.
1. The General Head Quarters shall deal all cases and issues concerning KSO
2. The District Kuki Students’ Organisation shall confined exercising of power only within their respective jurisdiction.
3. All matters relating to the State and Central Governments shall be dealt with by the KSO General Head Quarters.
4. Any matters and issues arises in Districts shall be dealt with by District KSO with consultation of the Centre Cabinet.
5. If nomination for any executive members/cabinet of District KSO required, it shall be made with the prior approval of the KSO GHQ.
6. The nomination of any members in the Block and Units KSO also be made with the approval of their respective District cabinet.
ARTICLE No. 28: REMOVAL OF OFFICE-BEARERS BY THE PRESIDENT.
If any cabinet members of both Head Quarters and District violates Constitution, fail to perform his/her duties sincerely or misuse the organisation and office, or if found absent in Cabinet, CEC meetings deliberately for 3 consecutive meetings, then the President can dismiss such office-bearers after discussion and passing a resolution with simple majority of the cabinet. The CEC shall elect another person/member to fill in the vacancy.
ARTICLE No. 29: AMENDMENT AND ACTS
1. Constitution may be amended from time to time to suit the changing circumstances but only by the General Assembly in 2/3 majority.
2. Proposals for amendment can come from any bonafide members of KSO through the approval of the CEC Cabinet. The proposed amendment bill shall be passed by 2/3 majority of KSO members present in the General Assembly. Amendment shall become effective after the President signs it.
3. Other Bills can be passed by the Cabinet by 2/3 majority and become an Act after the President sign it.
ARTICLE No. 30: QUORUM
1. Simple majority of the total numbers called for meeting shall constitute the Quorum. The meeting may proceed if quorum requirement is fulfilled.
2. In an Emergency Meeting, 1/3 of total members called for the meeting shall constitute the Quorum.
ARTICLE No. 31: KSO CULTURAL DRESS
All the traditional/cultural dresses of the tribes and ethnic groups of the Kuki are the traditional dresses of the KSO.
ARTICLE No. 32: SEAL
The President, Vice-President, Secretary General and all the Department Secretaries are entitled to posses Seals bearing their respective designation.
ARTICLE No. 33: KSO AWARDS
The Kuki Students Organisation will arrange different awards as given below for the encouragement of the student community.
1. Top 10s position holders in HSLC, HSSLC, BA, MA, Technical, Professional Courses and Doctorate Degree etc.
2. Successful candidates of MPS/UPSC and National Level Competitive Examinations.
3. Outstanding personality in the fields of Social Services, Sports, Literature Arts & Culture etc.
4. Awards shall be awarded by the General Headquarters after due consideration.
ARTICLE No. 34: HANDING OVER OF CHARGE
Right after the swearing – in – Ceremony of the newly elected office bearers, the out-going office bearers shall hand over all files, documents and properties of the organisation to the in-coming office bearers.

(2) It deals with standing committee’s Powers and functions.
Note: The first Amendment Act 2005 passes through definite stages of significant incorporations and deletions, keeping in flow the structures more resolute, Intact and reliable provided with the spirit of constant checks and balance.
