1. Regarding allocation of quota in respect of ST candidates in the recruitment of constables in Manipur Police department following a backlog of 474 posts in the recruitment process held during 20/2/2008 and 10/12/2008.
2. Regarding backlog of 28 posts in Manipur Police Housing Corporation Limited, vide letter No.G/19/2012-MPHC/505 and dated 13.12.2012.
Hon’ble Chief Minister, Sir:
Greetings from the KSO General Headquarters!
The KSO General Headquarters has come to learn that there has been a quota backlog of 474 posts of constables in the police department on account of ineligibility of ST applicants in the last recruitment held in 2008 vide Orders No.E-31/21/2007-PHQ(Adm)Pt-1 and dated 28.9.2009. The KSO is baffled over the presence of this huge backlog of post meant for STs. The KSO is of the opinion that there cannot be a backlog of such a huge number of posts, if not deliberately orchestrated, as there is no dearth of suitable applicants in any recruitment process in the state, at any point of time. Again, there has been a backlog of 28 posts in the MPHC Limited which is being left unfilled up. As such the KSO General Headquarters would request the hon’ble Chief Minister to kindly look into the matter and also consider the following points so as to rectify faulty procedures which frequently occurred in recruitment processes under the state government.
1. The concern authority should substantiate the reason as to how such a huge backlog of posts existed in the first place.
2. What action has been taken up so far by the concern authority to fill up these posts i.e., 474 constable posts in Manipur Police Department and 28 varied posts in MPHC Limited?
3. How many numbers of posts have been allocated for ST candidates in the current recruitment, not including the backlog of 474 posts which was left unfilled up in 2008 recruitment?
Therefore, considering the case, the KSO General Headquarters demands that this backlog of 474 posts should be filled separately i.e., independent of the quota already allocated for the STs in the ensuing recruitment process for 2000 numbers of constable posts in the department.
Also, the department should make an effort to fill up 28 various posts reserved for STs vide proposal letter No.G/19/2012-MPHC/505.
Therefore, the KSO General Headquarters submits this humble memorandum in the hope that quota allocated for the STs is being ensured in the ensuing recruitment process. This will guarantee social justice and allay the feeling of alienation that existed among the tribal people in the state today.
The KSO General Headquarters shall be obliged for this act of concern on your part, in the days to come.

For immediate intervention to mitigate the problems faced by students who have chose to stay back in Manipur in the wake of the recent hate campaign against northeasterners in Bangalore and other cities of South India.
Sir,
The recent crisis in Bangalore and other cities in South India which resulted in the mass exodus of people of northeast origin including students from Manipur continue to take its toil on the student community.
Many students have decided to stay back in Manipur for fear of future recurrence of the incident in the affected cities. And in order to continue their studies they have sought admission at several schools in different parts of the State. However, the two State councils of education- BSEM and COHSEM could not entertain their petitions of admission on the ground that the time period for enrolment, registration and admission to its affiliated schools have expired.
These unfortunate students are now left in a quandary following the councils’ refusal to admit them in the affiliated schools. Their educational careers now hang in a balance since they already chose not to return to the cities they have fled.
The situation now demands your immediate intervention. It is the ardent desire of the students that you should instruct the two boards of education to make an exception of allowing their registration and admission in any of the schools inside the State. Your timely and favourable intervention will go a long way in saving the careers of these students who had endured such undeserving hardships.

OPEN LETTER to SHRI O IBOBI SINGH

Hon’able Sir,
KSO Manipur had earlier issued a press release on the prevailing tense political drama in the State. Among other things, we had clearly stated that the SHDDC demand is not communal in nature, but some Naga bodies and the State Govt are intent on making it a communal issue leading to outrageous communal statements being leveled against the Kuki community which KSO has taken very seriously, necessitating a clarification (albeit reluctantly) on ‘communal lines’ by KSO
The State Govt is squarely to be blamed. ADC elections were held for the Sadar Hill Autonomous ‘District’ Council. However, after the ADC was formed, the people of Sadar Hills were appalled to find that their ‘district’ had turned out to be ‘Senapati’, and we had a unique situation where two ADCs existed in a single district? The State Govt would have been less embarrassed by naming it the ‘Sadar Hills to-be-reorganised District’ before the ground breaking elections were conducted. Now after conducting the election to the Sadar Hills Autonomous ‘District’ Council successfully, with a clearly undisputed & demarcated boundary (judging from the voter turn-out), it is now saying that there is neither a proper district nor a proper boundary!
A ‘meaningless’ but massive re-organisation exercise is on, which may not possibly change any boundary, but will definitely change/strengthen the already volatile communal attitude/situation prevailing in the State. Judging by the Press inputs, districts of the State could well be re-organised on purely communal basis which does not bode well for the future of the State. The State Govt must remember that it had conducted a successful election exercise with the support of the people of the district and that the appropriate administrative structure should be in place and democratic governance and the rule of law should normally follow suit. If at every stage the people in the district and even ‘outside’ the district are to be consulted, what is the need for having a state administrative machinery or holding an election?
We are all aware that Manipur has three main communities living together for centuries. It would be pointless to debate about our origin or uniqueness unless we are discussing anthropology or genetic science or demography etc, as all three communities have gratefully survived till today as unique entities. But if we are discussing about our political rights, the political history (not the origin/uniqueness) of each community becomes very relevant
As far as Manipur is concern, we appreciate that our Naga brethren have achieved a lot since independence for which their steadfast efforts and corresponding accommodation by the Govt of India must be credited. In this respect, the Kukis have not been so fortunate. Ever since the 3-year long struggle against the British (1917-19), it has been a politically/economically downward slide for the Kukis. We are now the ‘downtrodden’ in the State! But the fact remains that as far as political rights are concern, the Kukis had fought with all their might (a sustained fight for three long years) against a world power to maintain their political control/supremacy in this part of the world at the time, clearly stamping their political ownership and right to the hill areas of Manipur. The majority Meiteis of the plains too had done the same on a separate/earlier occasion
All three communities have survived together for centuries till today. Unless we have a healthy respect for one another, this all pervasive communal hatred will destroy us all, not any outside force. And any political agenda of the Govt directed along communal lines would spell our doom. It is on this ground that KSO is apprehensive of the move for ‘alternate arrangement for Nagas’ within the State which, in the context of the current situation, the political history of Manipur, terminology and coverage, is unquestionably communal in nature

Petition for deferment of Teacher Eligibility Test (TET) rescheduled to be held on 13th September 2011 to a later date in public interest
Sir,
Concerning the forthcoming TET slated to be conducted on the 13th September 2011 vide Notification No.MSTET/11-1 dated 12 August, 2011 the KSO requests you to reschedule once more the date of the test for invariable reasons which are pertinent to the interest of a large number of candidates belonging to our community.
The intended day of the TET falls on the annual event ‘Black Day’ observed continually for the past one and half decade. The day which is also called ‘SAHNIT’ is considered inauspicious as it is a special day of mourning and prayer in remembrance of the over 900 innocent Kuki people slain by the NSCN-IM during Kuki-Naga clash in the early 1990s. The ‘Black Day’ may not be officially declared public holiday but it is no less important for the Kuki people culturally and politically. The timing of the TET is also not conducive as the ongoing economic blockade imposed in the hill areas would rendered the candidates hailing from the region incapable to reach the exam centres which are restricted in the capital city alone. Over and above, the KSO feels that it would only be fair enough if the location of exam centres should also include headquarters of the hill districts as well as isolated areas such as Moreh and Kangpokpi for the convenience of multitude of candidates in the hill areas. Therefore, on behalf of the KSO, I express my hope that this humble request finds due approval in your eyes in the interest of a large number of candidates, for which the KSO shall remain ever grateful to you.
